Vlad is an exceptionally powerful vampire who is always found on the first level of Hell at the top of a tall tower.
He can be killed for his upgraded cape and to acquire his amulet that grants the Spelunker invulnerability to damage from fire and lava.

Vlad is a reference to one of the final named enemies in Nethack. In that game, Vlad guarded a tower containing the Candelabrum of Invocation.
